At present, the deep-sea oil and gas cooperation of Chinese enterprises in Brazil is mainly non-operator projects, and they have not yet been substantially involved in the East Mediterranean gas cooperation in 

Egypt. This year is the opening year of “BRICS Cooperation”, Chinese enterprises should seize the “BRICS opportunity” of energy cooperation and actively expand their deep-sea oil and gas business in Brazil 

and Egypt.

Accelerate the upgrading of deep-sea oil and gas exploration and development technology capacity. 

Chinese enterprises should increase their efforts in basic research on the strategically selected areas of deep-sea oil and gas resources in Brazil and Egypt,

 so as to find out the basis of deep-sea oil and gas resources, enrichment rules and exploration and development potentials, and to lay the foundation for 

accelerating the evaluation and decision-making technical capabilities of deep-sea oil and gas projects. Take the initiative to participate in the optimization 

demonstration of exploration and development plans for deep-sea oil and gas cooperation projects, and accelerate the enhancement of technical and 

commercial management capabilities through deepening cooperation.

Steadily promote the degree of technical participation in deep-sea oil and gas cooperation. Adhering to the principle of matching capabilities, 

we will cooperate with outstanding operator partners such as Petrobras and participate in deep-sea oil and gas exploration and development cooperation 

in the form of equity participation. Steadily explore operator projects on the premise of accessible technical capability and controllable capital investment. 

Adhere to the principle of gradual and orderly progress, first intervene in deep-sea oil and gas development and production projects, steadily drive the 

intervention in neighboring exploration and development projects, and then intervene in risky exploration in the frontier region after possessing richer knowledge and experience.

Strengthen technical cooperation in the field of deep-sea oil and gas among Chinese enterprises. Strengthen research on global deep-sea oil and gas resource 

potential and strategic layout, and point out the direction for Chinese enterprises to participate in global deep-sea oil and gas cooperation. Concentrate resources 

on technical research on key deep-sea oil and gas exploration and development technologies and engineering equipment, and form an internationally competitive 

deep-sea oil and gas exploration and development technology sequence and engineering equipment system. We will participate in deep-sea oil and gas exploration 

and development projects in Brazil and Egypt through consortium investment and cooperation and cooperation in different links of the industrial chain, so as to form 

a technological competitive force of Chinese enterprises.
